Accounts and Payments Department
Main Functions

Keeping accounts of the Provincial Fund and maintaining relevant books/documents and accounts.

Issue and control of the imprest

Issuance and control of monthly provincial treasury accounts reports to Chief Accounting Officers/Accounting Officers.

Keeping duplicate keys to safes.

Working with the Treasury and the Ministry of Provincial Councils.

Matters related to foreign aid accounts.

Setting the imprest limits.

Disclosure of accounts.

Preparing the accounts of the Provincial Fund and submitting them to the Auditor General.

Activities of the Provincial Emergency Fund.

Account consolidation.

Financial administration of the Provincial Council Fund.

Investing excess money.

Duty bank account control.

Matters related to repayment from income.

Preparation of the annual financial statement.

Main Functions

Carrying out all payment activities of the Chief Secretariat.

Paying salaries of the officers of the office, providing salary details, issuing no-claim certificates, providing details of widows and orphans' contributions.

Handling the accounts of government officials for office officials.

Preparing the annual appropriation account of the Chief Secretariat.

Preparing the annual estimates of the Chief Secretariat.

D.P. Release of funds allocated under the development plan.

Release of collective funds.

Maintaining the audit inquiry register of the office and preparing answers to all audit inquiries, responding to the Auditor General's report and inquiries related to the Accounts Committee.

Implementing the Cigas program of the Chief Secretariat and preparing a joint account summary with the Divisional Secretariats.

Preparing bank reconciliations of the office and examining bank reconciliations prepared in the Divisional Offices.

Maintaining the payment register when earned and making relevant tax collections.

PPreparing VAT tax collection reports.

Maintaining the provincial warehouse and all related duties.

Surveying goods related to the Chief Secretariat, Bogahapalessa, Mayurapura Holiday Resort, MPs' Hostels and Official Residences.

Provision and Advancement to Divisional Secretariats.

Fixed Asset Management.

Supply Section
Main Functions

The Procurement Division procures capital goods/consumer goods required for the Chief Secretariat and other government institutions of the Southern Provincial Council following formal procurement processes.

Maintains capital goods purchased for the Chief Secretariat and enters into service agreements.

Updating Provincial Council Staff Information.

In addition to this, the necessary arrangements are made to implement the electronic procurement system in the Southern Provincial Council during this year

Registers suppliers/maintains registration documents/maintains blacklists related to procurement activities for the Southern Provincial Council.
